CLPA List of Upcoming DC Area Policy Meetings (February 6th-February 10th)


This week the Maryland General Assembly will have several committee bill hearings. There are several bills to pay attention such as:

  • HB0326-Driver’s Licenses – Suspension for Child Support Arrearages Exception

    • Would Establish exceptions to the authority of the Child Support Administration to notify the Motor Vehicle Administration of an individual’s child support arrearages for to suspend the obligor’sdriver’s license or privilege to drive if the obligor’s income is at or below a certain level.

  • HB0040-Places of Public Accommodation and Public Buildings - Gender-Inclusive Signage

    • Would require that single–occupancy public restrooms be marked with gender–inclusive signage and authorize a Maryland county to set certain fines for second and subsequent violations.

  • SB0270-More Local Tax Relief for Working Families Act of 2023.

    • Would alter the maximum tax rate that a county may impose on an individual's Maryland taxable income from 3.2% to 3.7%, subject to certain limitations.

The Virginia General Assembly will have several committee bill hearings. There are several bills to pay attention such as:

  • HB 1499-Absentee voting; limits availability of absentee voting in person.

    • Bill would limit the availability of absentee voting in person to the two-week period immediately preceding an election. Under current law, absentee voting in person is available beginning on the forty-fifth day prior to an election.

  • SB 1495- Local enforcement action; willful disregard for applicable law, damages

    • Bill would provide that any person aggrieved by an enforcement action by a locality, where the enforcement action was based upon a willful disregard for applicable law, regulation, or ordinance, shall be entitled to an award of compensatory damages and to an order remanding the matter to the locality with a direction to terminate such enforcement and may be entitled to reasonable attorney fees and court costs.

  • SB 800-Budget Bill

    • Amends Chapter 2 of the 2022 Acts of Assembly, Special Session I.

In Washington, DC, the DC Council will have a legislative meeting where they will discuss. B25-0083 - Criminal Justice Involvement Reduction Congressional Review Emergency Amendment Act of 2023. This is an emergency bill that would require the Criminal Justice Coordinating Council to submit reports to the Mayor and the Council to determine what factors, programs, or interventions effectively prevent District youth from entering the juvenile and criminal justice systems and to analyze the types of school-based incidents that lead to a law enforcement referral or arrest. The Council will also have a reading and vote on the Pennsylvania Avenue East Small Area Plan Approval Resolution of 2022, which CLPA analyzed last week.


This week in Maryland, the Charles County Board of County Commissioners will approve Vice President for the Board during today's meeting. The Montgomery County Council will have a Public Hearing on Bill 1-23, Property Tax Credit – Elderly Individuals and Retired Military Services Members – Amendments. If enacted, this bill would increase the assessed value of qualifying properties by $50,000 from the current thresholds so that the maximum assessed value of a property would be updated from $650,000 to $700,000 for qualifying elderly residents and from $500,000 to $550,000 for eligible military services retirees.


In addition to the public hearing, the Montgomery County Council will also introduce Bill 7-23, Consumer Protection - Gasoline Station Signage, which would require the posting of either the highest price or the cash and credit price per unit of gas sold at the station and eliminate confusion at the gas pump. The Prince George's County Council will see the introduction of CB-006-2023-Landlord Reporting of Tenant’s Rental Payments to Major Credit Bureaus. This bill would create a pilot program that will require landlords with a certain number of dwelling units to provide their tenants with the option of having their rental payments reported to at least one nationwide consumer reporting agency.


Virginia, this week, the Fairfax County Board of Supervisors will have a meeting where they will discuss several zoning issues and hold a public hearing. The Fairfax County School Board will hold a meeting this Thursday, where they will discuss the County's school bus transportation, walking and bicycling routes. At the same meeting, they will review the proposed 2023-2024 School Year Calendar.
