This week the Maryland General Assembly will have several committee bill hearings. There are several bills to pay attention such as:
HB1216/SB0750-Election Law – Voting – Proof of Identity: Bill would alter how an election judge would be required to establish the identity of a voter; requiring an election judge to refer a voter for provisional voting if the voter is unable to provide the required identification; and prohibiting a person from voting or attempting to vote under a false form of identification.
HB0718/SB0590-Renewable Energy Portfolio Standard - Eligible Sources - Alterations (Reclaim Renewable Energy Act of 2023): Alters the definitions of "qualifying biomass", "thermal biomass system", and "Tier 1 renewable source" for purposes of excluding energy derived from certain forest-related resources, animal manure, waste, and refuse and gas produced from the anaerobic decomposition of animal waste or poultry waste from being eligible for inclusion in the renewable energy portfolio standard.
The DC Council will have a Legislative Meeting this week. This meeting will not have any bills on the non-consent agenda but will have several emergency and temporary bills. There will, however, be a first reading on several bills that CLPA may profile at a later time. Bills such as:
Bill 25-156, Use of Force Review Board Temporary Act of 2023
Reverse Mortgage Insurance and Tax Payment Program Extension Temporary Amendment Act of 2023
Comprehensive Policing and Justice Reform Temporary Amendment Act of 2023
Motor Vehicle and Homeowner Insurance Prior Approval Rate Filing Temporary Amendment Act of 2023
In Maryland, the Charles County Board of County Commissioners will have several briefings when they meet on Tuesday. One of the briefings will be the legislative update on the Charles County-related bills in the Maryland General Assembly Session. In the evening they will receive a briefing on Senator Ellis's Maryland Stadium Authority bill. There will also be a public hearing reviewing Community Development Block Grant (CDBG) funds for Westdale Stream Relocation.
The Montgomery County Council will have two public hearings this week. The first hearing will be about - Bill 6-23/ZTA 23-01, Housing - Sharing Economy Rental, which would authorize and regulate the hourly rental of private residential property. The second and final hearing of the week will be about Bill 10-23, which would establish Montgomery County's Intellectual and Developmental Disabilities Commission. Montgomery County will also see the introduction of Bill 15-23, Landlord-Tenant Relations -Anti Rent Gouging Protections and Bill 16-23, Landlord-Tenant Relations – Rent Stabilization (The HOME Act), two bills that CLPA will discuss in detail at a later date.
In Prince George's County, the council will have a public hearing and final readings/enactment of the following bills:
CB-002-2023, which will amend the notice and procedure provisions of the Zoning Ordinance to provide enhanced public hearing opportunities and set forth standard criteria for the consideration and approval of legislative amendments.
CB-009-2023, which would add specific special exception requirements of the Zoning Ordinance to impose parameters regarding hours of operation for approval of special exceptions for Tobacco and Electronic Cigarette Shop uses in the County.
CR-006-2023, which would permanently adopting the Climate Action Plan for Prince George’s County and supplementary comments report.
CLPA will provide a vote report on all of these bills once the public hearing and vote is completed.
In Virginia, there is only one legislative meeting this week. The Fairfax Board of Supervisors will meet to hear another presentation on legislation related to Fairfax County that was passed or debated during this year's session of the Virginia General Assembly. There will also be several Administrative items discussed such as the authorization to advertise the FY 2024 County budget, Capital Improvement Program, and the tax rates that are proposed to support the FY 2024 budget. The following rates are recommended to increase:
Refuse Collection Services assessment from $475 per household unit to $490 per household unit.
Refuse Disposal Services assessment from $70 per ton to $72 per ton.
EMS Transport Fee: (1) a service fee for Basic Life Support transport (BLS) from $500 to $750, (2) from $650 to 950 for Advanced Life Support, level 1 transport (ALS1), (3) from $800 to $1,175 for Advanced Life Support, level 2 transport (ALS2), and (4) from $12.00 to $18.00 per mile for ground transport mileage
