CLPA List of Upcoming DC Area Policy Meetings (February 20-February 25th)


After a brief break for President's Day, here is CLPA's weekly update.


This week the Maryland General Assembly will have several committee bill hearings. There are several bills to pay attention such as:

  • HB0226,Criminal Law - Person in a Position of Authority - Sexual Offenses With a Minor-Altering the definition of "person in a position of authority" for purposes of a certain prohibition against engaging in a sexual act, sexual contact, or vaginal intercourse with a minor to include an individual under contract with a child care facility, certain commercial or nonprofit instructional programs, sports, scouting, recreational activities, camps, religious instituti

  • HB0313, Education - Public School Stadium Grant Program-Establishing the Public School Stadium Grant Program; requiring the Interagency Commission on School Construction to implement and administer the Program; requiring the Governor to include in the annual operating or capital budget bill an appropriation of $50,000,000 for the Program; and specifying that State funding provided under the Program is supplemental to public school construction funding from other sources.


The Virginia General Assembly will have several committee bill hearings. There are several bills to pay attention such as:

  • SB 987,Guardianship and conservatorship; periodic review hearings-Requires the court to set up a schedule for periodic review hearings in the order of appointment of a guardian or conservator, unless the court makes a determination that such hearings are unnecessary or impracticable. The bill further provides that any periodic review hearing shall include the following assessments by the court: (i) the likelihood that the respondent's condition will improve or the respondent will regain capacity, (ii) whether concerns or questions were raised about the suitability of the person appointed as a guardian or conservator at the time of the initial appointment, and (iii) whether the appointment of a guardian or conservator or the appointment of the specifically appointed guardian or conservator was contested by the respondent or another party.

  • SB 1254,Maternal Mortality Review Team; annual compilation and release of statistical data-Requires the Maternal Mortality Review Team to annually compile statistical data and make such data available to the Governor, General Assembly, and the public. Currently, the Maternal Mortality Review Team is required to compile and release such data on a triennial basis.

The DC Council will not have a full Council Meeting but will have a Committee of the Whole Meeting regarding B25-4“General Obligation Bonds and Bond Anticipation Notes for Fiscal Years 2023-2028 Authorization Act of 2023” As written, this bill would authorize the D.C. government to issue general obligation bonds or bond anticipation notes to finance planned capital projects and, as necessary, refund existing debt during fiscal years 2023 through 2028. The City would issue these bonds as needed up to an amount not to exceed $6.4 billion.


This week in Maryland, there are no meetings in the Charles County Board of County Commissioners or Montgomery County Council. Prince George's County, however, will be in session. This week they will discuss will CB-023-2023, which would establish the Prince George’s County Rental Assistance Program. CLPA will provide an overview of this bill later in the week. They will also discuss a letter to Inspector General for Education, requesting an investigation regarding claims in the School Construction Program for the Prince George’s County Public Schools.


Virginia's local legislative bodies have a busy week, as there are meetings in Alexandria, Arlington, and Fairfax. In the Alexandria City Council this Saturday, there will be a public hearing on the number of zoning issues around the city. Earlier today, the Fairfax Board of Governors had a presentation from the County Executive on the proposed FY2024 and FY2025 Budget Plan. The Arlington County Board is also in budget mode as they will be reviewing their FY 2024 Proposed Operating Budget.
