This is CLPA's weekly update on legislative meetings in the DC Metro area for the week. This week, several councils and boards are in recess, but there are still important discussions and proposals taking place in various counties.
The Board of Charles County Commissioners will be busy this week, convening on July 25 and July 26. Key topics on the agenda include a briefing and a request to introduce Bill 2023-08, which focuses on Property Tax Credit for Volunteer Emergency Responders. Additionally, they will discuss HB508 and SB61. Another crucial discussion will be on the proposed zoning requirements for cannabis dispensaries.
This week, the Montgomery County Council will introduce Bill 32-23, aiming to make amendments to the Policing Advisory Commission, particularly regarding member appointments and the Commission's scope. Additionally, there will be a final reading on Bill 28-23, which focuses on the use of fuel energy tax funds by Montgomery County's Green Bank to promote clean energy technologies and projects.
The Fairfax County Board of Supervisors will meet at 9:30 a.m. on July 25. The meeting will involve several requests from the County Executive, including a request to increase the FY 2024 appropriation level, covering both the County and the School's FY 2023 Carryover Review.

This week in the Montgomery County Council, there will see the introcuction of Bill 32-23, Police - Policing Advisory Commission - Amendments, which would amend the law regarding the Policing Advisory Commission regarding the appointment of members and scope of the Commission. There will also be a final reading on Bill 28-23, Taxation – Fuel Energy Tax – Green Bank, which would restrict the use of fuel energy tax funds by the Montgomery County’s Green Bank to only support activities that promote the investment in clean energy technologies and to provide financing for clean energy technologies, including renewable energy and energy efficiency projects and not resiliency activities.
