Good afternoon! Here is your weekly update from the CLPA team! Let's dive into what's happening around the DC Metro area this week.
Starting off in the District of Columbia, the DC Council is gearing up for a Legislative Hearing on Tuesday, July 11 at 10:00 am. They'll be discussing two important pieces of legislation: the "Banning Associations from Banning Youth Amendment Act of 2023" and the "Fairness in Renting Clarification Amendment Act of 2023." Meanwhile, the DC State Board of Education doesn't have any public meetings scheduled this week.
Moving on to Maryland, both the Maryland House of Delegates and the Maryland Senate are currently adjourned and not in session, so there won't be any legislative action there.
In Charles County, the Board of Charles County Commissioners has a meeting planned for Tuesday, July 11, and Wednesday, July 12. On Tuesday, they'll be discussing the proposed Volunteer Tax Credit Draft Legislation, while on Wednesday, the topic of conversation will be the implementation of Maryland Cannabis Legislation. As usually we have included links below so you can access additional resources, such as the 2023 Local Legislative Proposals Package and the 2023 BOCC Session Calendar with Public Comment Dates. However, the Charles County Board of Education won't be having a board meeting this week.
Heading over to Montgomery County, the Montgomery County Council has several public hearings scheduled for this Tuesday. Of note are the hearings on "Police Statistical Data," which is required by Bill 45-20 and Bill 28-23, which pertains to the taxation of fuel energy and the use of funds by Montgomery County's Green Bank for clean energy technologies. On the other hand, the Montgomery County Board of Education won't be meeting this week.
In Prince George's County, the County Council has a meeting on Tuesday, July 10, at 10:00 am. During this session, they'll be discussing CB-071-2023, which focuses on County Contract Evaluations, and CB-072-2023, the Prince George's County CHIPS Act of 2023. Keep an eye out for CLPA's analysis of these two bills in the future. Meanwhile, the Prince George's County Board of Education won't be holding a board meeting this week.
Let's move on to Virginia, where both the Virginia House of Delegates and the Virginia Senate are adjourned and not in session. As in Maryland, we'll have to wait for further legislative developments until at least the Fall.
In Alexandria City, there won't be a meeting of the City Council or the Board of Education this week, so things are relatively quiet on that front.
Over in Arlington County, the County Board has a meeting scheduled for Saturday, July 15 at 8:30 am. Among the topics on the agenda are ordinances, permits, and an interesting proposal to establish Ranked Choice Voting as the election method for the November 2023 County Board General Election. The Arlington County School Board, however, doesn't have a meeting scheduled for this week.
Lastly, in Fairfax County, the Board of Supervisors will be having a full meeting on July 11 at 9:30 am, with the agenda to be made available soon. Additionally, the Fairfax County School Board has a meeting planned for Thursday, July 13, at 7:00 pm. The Board will hear presentations, including a review of the 2023 school year, starting at 7:45.

There is a Board of Charles County Commissioners on Tuesday, July 11, and Wednesday, July 12. At Tuesday, 's meeting, the Commission will discuss the proposed Volunteer Tax Credit Draft Legislation, and on Wednesday, they will discuss the Maryland Cannabis Legislation Implementation.

Montgomery County Council
The Montgomery County Council will hold a number of public hearings this Tuesday. Two hearings of note include a hearing regarding "Police Statistical Data," which is required by Bill 45-20, and a hearing on Bill 28-23, Taxation – Fuel Energy Tax – Green Bank which would restrict the use of fuel energy tax funds by the Montgomery County’s Green Bank to only support activities that promote the investment in clean energy technologies and to provide financing for clean energy technology.

Prince George's County Council
The Prince George's County Council has scheduled a meeting on Tuesday, July 10, at 10:00 am. During the meeting, the Council will have a First Reading of CB-071-2023, County Contract Evaluations, and CB-072-2023, Prince George’s County CHIPS Act of 2023. CLPA will analyze these two bills at a later time.
