District of Columbia



DC Council


The DC Council will not hold a legislative meeting this week. The Council will, however, have a Committee of the Whole meeting this Wednesday at 3:30 pm to discuss the fiscal year 2026 budget.



Maryland




Maryland General Assembly


The Maryland House of Delegates and the Maryland Senate have adjourned for the year but will be back in session in January 2026


Board of Charles County Commissioners


The Charles County Board of County Commissioners is meeting is scheduled for Wednesday at 9 a.m., followed by a town hall at 6 p.m.The Commissioners will consider multiple budget adjustments, including amendments to cover departmental overages and year-end expenses for building inspections and emergency services. They will also review and approve funding reallocations, such as reallocating funds within sewer project budgets and supporting infrastructure work, including the Mattawoman Flow Equalization Basin. These measures will demonstrate the Board’s ongoing commitment to maintaining essential county services and capital improvement projects.


The Board will also focus on educational and institutional funding, including the approval of the FY2026 Board of Education budget and an inter-category budget transfer for FY2025. Legislative planning will continue with the discussion of a Letter of Intent to support a future renovation of the College of Southern Maryland’s campus center and bookstore. Furthermore, the Commissioners will finalize collective bargaining agreements with several employee associations, including the Fraternal Order of Police, the International Association of Fire Fighters, and the Charles County Correctional Officers Association. To prepare for the next legislative cycle, they will conduct a work session on the county’s 2025 local legislative proposals, which will shape the policy priorities they intend to advocate for at the state level.


Montgomery County Council


The Montgomery County Council will convene tomorrow at  9:15 am. One of the primary legislative items will be Zoning Text Amendment (ZTA) 25-04, concerning changes to the Bethesda Overlay Zone. The Planning, Housing, and Parks Committee will recommend approval with amendments, indicating an effort to refine zoning regulations that affect development intensity and design standards in the Bethesda area. The Council will also consider Executive Regulation #8-21 on Transportation Demand Management, with an introduction, worksession, and immediate vote scheduled. This regulation will influence how the county manages commuting patterns and encourages alternatives to single-occupancy vehicle use.


On the consent calendar, the Council will introduce and, in some cases, take immediate action on several resolutions. These include Resolution #25-76, a supplemental appropriation of $1,995,461 to the FY25 Operating Budget for the Montgomery County Fire and Rescue Service, funded through the State’s Amoss Grant (Senator 508 Fund), with a public hearing scheduled for July 15. The Council will also act on a resolution to extend the implementation deadline for Executive Regulation #7-25 (Pesticides, Invasive Species) to December 9, 2025. Additionally, they will approve amendments to the FY26 Operating Budget (Resolution 20-820, Section G) designating EveryMind, Inc. for a non-competitive contract award, and authorize changes to the county’s Economic Development Revenue Bonds Series 2018. Later in the day, public hearings and votes will be held on Supplemental Appropriation #25-84 ($1,428,787 for Technology Modernization) and Supplemental Appropriation #25-87 ($122,000 for Urban Agriculture Infrastructure), both targeting improvements within Montgomery County Public Schools.


Prince George's County Council

The Prince George's County Council will not hold a session this week. They will return for a session next month on July 1.


Virginia



Virginia General Assembly


The Virginia House of Delegates and the Virginia Senate have adjourned for the 2024 session. They will return in January 2026.


Alexandria City Council


The Alexandria City Council will meet tomorrow at 5:30 pm. During the meeting, the Council will introduce Ordinance 25-3286, which will authorize state-funded 1.5% performance-based bonuses for eligible employees in local departments of social services—an initiative aimed at recognizing and retaining essential public service workers. Additionally, Resolution 25-3284 will come up for a roll-call vote, seeking approval of a support and performance agreement with the Alexandria Redevelopment and Housing Authority (ARHA), a key step in advancing local affordable housing projects.


The Council is also expected to vote on Resolution 25-3121, which will set the Personal Property Tax Relief Act (PPTRA) rates for 2025, a decision with direct implications for tax policy affecting local vehicle owners. Two emergency management grant applications—25-3245 and 25-3243—will be considered to enhance 911 call handling and NextGen 911 infrastructure, respectively. Finally, Ordinance 25-3325 will receive its first reading, authorizing a structural encroachment for a retaining wall on King Street, supporting prior development approvals.


Arlington County Board


The Arlington County Board will not be in session this week. The Board will be in recess until July 19


Fairfax County Board of Supervisors


The Fairfax County Board of Supervisors will meet tomorrow at 9:30 am. They will authorize legislation related to transportation and safety, including applying for federal grants under the Safe Streets and Roads for All program and the FY 2026 Public Safety Answering Point Grant Program. These initiatives aim to enhance pedestrian infrastructure and emergency communications. Bill AS 25280, a supplemental appropriation, will enable the county to accept Homeland Security funding for the Responder to Responder mental health initiative, emphasizing regional public safety coordination.


The Board will also adopt or amend several ordinances and zoning-related bills. Notably, it will vote on a redistricting measure that amends Fairfax County Code Sections 7-2-9 and 7-2-13, affecting precinct boundaries and polling places across multiple districts. A separate ordinance will establish the Edison Residential Permit Parking District (District 50), designed to manage parking overflow in Franconia. Additionally, the Board will consider zoning amendments to regulate secondary uses in planned development zones and update Chapter 82 of the County Code regarding vehicle and traffic regulations, which may impact enforcement and residential planning countywide.
