This week the Maryland General Assembly will have several committee bill hearings. There are several bills to pay attention such as:
HB0189/SB0173-Automatic Expungement - Clarification
Clarifying the language of a provision of law requiring the expungement of certain records maintained by the State or a political subdivision of the State relating to the charging of certain offenses under certain circumstances.
HB0185-Nonpublic Schools and Child Care Providers - Corporal Punishment - Prohibition
Prohibiting the State Board of Education from issuing a certificate of approval to noncollegiate educational institutions that do not have a policy prohibiting the administration of corporal punishment; requiring regulations adopted by the State Board for the registration of family child care homes and large family child care homes and the licensing and operation of child care centers to prohibit corporal punishment; and requiring the State Board to identify certain methods in a certain overall plan.
The DC Council will have two hearing on th budget that residents may need to focus on. Friday's hearing is the more important of the two as they will hear testimony month eMayor’s Fiscal Year 2024 Proposed Budget and Financial Plan. In Maryland, there will be Council meetings in Charles, Prince George's, and Montgomery County. In Prince George's County specifically, the Council will hear about CB-043-2023-Bring your own Bag Act of 2023. This bill, if enacted, would prohibit a store from distributing plastic carryout bags. It would also set at the maximum civil penalty for a violation not exceeding $1000.
In Virginia, there is only one legislative meeting this week, which would be in the Fairfax Board of Supervisors. Among other topics, they will meet to hear proposed to amend the County's One-year Action plan. This plan would incorporate the County’s HOME Investment Partnerships Program (HOME)-American Rescue Plan (ARP) Allocation Plan. HOME is the largest federal block grant to state and local governments designed exclusively to create affordable housing for low-income households.
